Where can I get a cheap tank for an 84 XV1000 Virago?

My buddy has a Virago that's had a pretty hard life before he picked it up. Someone let it sit in a carport with half a tank of gas for about 5 years. The gas tank is pretty rotten - no holes, but plenty of rust inside. Cleaning seems a little out of the question, so I was wondering:

Where could he get a reasonably priced replacement tank?

OR

Could someone here fabricate a replacement tank?

Thanks for the help - I've been recruited to make this bike a runner and I'm running low on patience with the damned thing.
