I believe they were used on early hopped up BSA A10's, and AJS/Matchless CSR twin models. They are pretty rare, nice find.

I saw something similar on a vintage sidecar racer. I assumed it was to keep gas flowing from the bowls regardless of which direction centrifugal force was pushing the gas. Remember, roadrace courses turn left AND right. Sidecars create a great deal more centrifugal force than solo racebikes. A guess, but there might be some truth in it. They look cool, regardless.
