Ive been looking at a broken down triumph 650 motor and was wondering if the head can be put on backwards so the carbs are in front ? can / has it been done? what modifications are necesary to make it work?

Yes it can. the barrels get reversed and you have to switch the cams I believe. I'm not sure about the changes made to timing, but it would proabably be easy enough to figure out.
Here's a pic of one I saw:

Flip the head.

Switch cams front to rear.

Retime (if I remember right, it's 18 teeth from the original mark).

Neat visual, but no real performance gain, and the heat from the exhaust is now hidden behind the head, impeding cooling, instead of out front in the breeze.
