You know they do. It's the only practical measure. Since they don't specify where it starts and where it ends, you know it's got to be total width at the widest point.

Total tire width can change a lot on different rim widths...(I mean " a lot" when you are tight on space..)

Tire manufacturers have a width measurement that they must adhere to. IE: All 130's must fall between (I'm not quoting here) say 128mm to 136mm. A 140, 135mm to 145mm. The point is that Dunlop's rubber may be wider than Metzler's which might be skinnier than Avon's etc, for any same size width tire. TK.
