You only need them in PA if the bike in question was sold with them new. Anything late 70's & older I never had a problem with.

Skip the inspection. I've been pulled over plenty by cops wanting to check out my bikes. Not one has ever even noticed if it was inspected or not. When it comes to DMV registration, leave the inspection question blank. No one's ever questioned it. This has been my experience in NY, NJ, and Pa. None of my bikes have been inspected in the last 25 years.
