Varies by state.
NY spec. construc. has neither frame nor eng #'s on title. 7 digit vin on title matches a sticker affixed to neck tube.

MO wont recognise any other states titles for these kind of bikes and makes you submit all the MSOs and receipts and have it inspected by State Police Troop C before they'll take an application for MO title.

That would be a real problem if buying a NY spec.const. as NY state confiscates all mso's when they issue a NY title. You do not get them back..... ever!

Do u know about any NY law on selling the SC titled bike after its built?

When NY issues you a S.C. title, they also give you an extra form known as a notice of registration eligibility for use if you sell the vehicle (in addition to the transferrable title)

Also for what it's worth, NY has not adopted and implemented the 2006 federal "one per lifetime" law.
