removing clear covering on brake drum?

I bought a drum brake wheel and it has a thick clear(starting to discolor) covering on the alum.What is the covering and what is the best way to remove it?

Probably a clearcoat to keep the aluminum shiney from the factory. When it starts to yellow and peel, I usually use Berryman B-12 (spraycan carb cleaner) and Scotchbrite to finish getting it off. Then a quick polish with Semi Chrome to even out the shine on the part.
