No more custom bikes?

California has passed a law/legislation that WILL almost completely eliminate custom bike building and essentially destroy the kit bike industry. We will give you a brief overview of the short of it.

1) As of Jan. 1st 2006 Californians will only be allowed to build ONE custom motorcycle in their lifetime that is not E.P.A./D.O.T. certified.

2) If you have a "custom built motorcycle" titled/registered before Dec. 31st 2005 it will be grandfathered and will not count against you as your 1 in your lifetime.

3) If you sell, wreck, or lose your custom built bike (grandfathered or your one in a lifetime) due to accident, theft or anything.TOO BAD! NO REPLACEMENT!

4) Custom Shops, Professional Bike Builders, legitimate builders can build 24 bikes a year.here's the kicker..you can't ride them anywhere except from your home to a legitimate "show" and straight back home. If you get caught "cruising" on your CM stamped bike, it is gone!!!

5) Any bike that is not a Manufactured Vehicle, 100% D.O.T. compliant with title, will not be available except for the 1 in your lifetime.but there is a catch.

6) Within 5 years all motors must be fuel injected, E.P.A. compliant, no exhaust will be allowed that are not E.P.A. approved and NO MODIFYING PARTS to carburetion, air cleaners, custom exhaust will be allowed to be used if it alters the exhaust or emissions of a manufactured vehicle or on "custom built bikes".

7) If you build an Non-E.P.A./D.O.T. compliant bike and then you die, your estate cannot even sell your bike for .5 years!

Here is the bigger worry. The rest of us might also suffer this fate along with California. The Federal government, D.O.T. AND E.P.A., want to adopt this on a national level!!! If this happens, it will kill just about everyone in the kit bike business as well as a lot of exhaust, air cleaner, carburetor, performance manufacturers and others. Custom Chrome was smart enough to see that they can stay ahead of the curve and get their kits to Manufacturer Status so that once you are built with a title you will still be able to build your 1 custom in your lifetime, build as many of their bikes as you want, modify them easily to "custom" status but still play by the NEW rules. No other major kit bike distributor has pursued this. For those of you in CA (and probably the rest of the USA) by January 2006 if you have NOT BUILT YOUR CUSTOM BIKE BEFORE THIS you may only get one chance in your lifetime and you may only get to build one. And it will have to be the way the government wants it to look and run and maybe not how you want it to look and run. SO IF YOU'VE BEEN THINKING ABOUT BUILDING YOUR OWN BIKE OR YOUR DREAM BIKE, YOU'D BETTER BUY RIGHT NOW! REMEMBER, WHATEVER YOU BUILD AND GET REGISTERED NOW WILL BE GRANDFATHERED IN AND WON'T COUNT AS YOUR ONE CUSTOM.

I'll take that Cali bashing ... Last in house job I had, out of 30 people 2 of us were born in the state ... The large percentage were from Ohio ... This state us to be cool .... I think it's them dam mid west values screwing up the place .... I'm blaming Ohio for this !!! ..... HA, HA ......

Tim, check out the "spool hub question" topic..from post # 7 to 16, there is something said about German and Belgian motorcycle laws..the Swedes got always pre 1970 or so paperwork on their choppers,then they are almost free as it comes to certain restrictions...But then again, if in some country's you have to show your bike at an inspection station on a yearly base..builders just take their second "stock" bike to show...got the point?..:rolleyes:
Im sick of california anyways. Too many damn people, with too many stupid ones in the mix. Personally, I think the problem is all of the politicians making these moronic laws have lived sheltered and privileged lives. They have no concept of the way things work in the "real" world. thats my political statement for the month.

I'm with Scratch, I'm moving to Baja where more people speak English then they do here anyway and life is a little less restricted by uptight assholes trying to protect me from myself.

It's a federal EPA thing, so every state is subject to the BS, not just California.


But let me also say, every time you bolt on aftermarket mufflers, change your carb for an S&S model, stick a big ass cam in to make it faster, you are already violating a half dozen EPA laws.

You will most likeley be able to buy certified EPA friendly engines from S&S, build the bike you wish, license it, then who's to stop you from putting drag pipes on and making it run super rich just because you can?

This law takes effect in two months, ask your local officials about what's going to happen, they won't have a clue, we know more than they do about this particular law.

I do worry that it will drive aftermarket frame builders for Triumphs and the like out of business.
The only glimmer of light that I have found that a large distributor is going to sell there kit bikes with EPA legal motors, pipes, and turn signals...and the best part is they will come with a title instead of MSO's. Then you can build what you want out of it if you live in a state with no inspections. Still, triumph guys are gona be hurtin when it comes time to buy a frame, I guess it will be like it was decades ago where alot of guys rebuild frames that may or may not be safe...
I will tell you what its like in London. Politics hardly exsist anymore, this city is run by big business and all they care about is squeezing every last penny out of you one way or another, man you can't even take a shit here without having to pay for it. I was pulled over by the old bill ( police ) last week 'cos the license plate on my bike was to small, what the fuck!, you can almost here the cash register chalking up another £60. And the traffic is shit and the whole city is full of single brain cell half dead car drivers who hate motorcylists. but you know what the worst thing is....I was thinking of moving to LA...Damn
Does this mean I'm going to have a hard time titling my triumph? I have a 68-triumph frame with a 70 motor. I was planning to add a hardtail, may be a peanut tank mostly keep it stock. If the frame isn't good I was planning to get a custom frame.

They did with Flattrack racing!!!! In the late 80's early 90's, the Hondas were killing them. Harley got themselves into it, and made "RULES" that once again put Honda's down, then Honda bailed and its dominated by Harleys again.

i can see nowadays with custom bikes and kit bikes etc, that harley's sales could be dropping. not many people are buying the bone-stock-everyone-has-harley. everyone wants a one-off custom. and for many, it's easier to open their pocket and buy a custom bike. rather then building one themselves, possibly from an off-the-shelf bike. so i think harley is at it again. instead of attacking the jap bike companys, (which they have done many times in the past), this time they're directly targeting us. so yes FTF.

And now they have a "custom vehicle operations". AKA, more chrome, a few more HPs, bla wheels, and such for only $10,000 more.

Wow you too can have this for only $26,000. Where do I sign up? :confused:
