It's an EPA-driven thing. While it's obvious who's lobbying behind it, it does revolve around emissions. By 2008 I believe, all new motorcycles must be fuel-injected. One thing not mentioned is how they (EPA) have already started coming down hard on "certain" chopper mfg's in CA and put the hammer down for building and selling bikes with non-compliant emissions equipment. As for that particular legislation, if you read it very carefully, what it is limiting is the amount of Special Construction bikes being built by the private citizen. Has nothing to do with existing motorcycles. However, you take a Paughco frame, any engine and trans, put everything together...guess what? You have your One SC bike. This is where clever registering will come into play. It can still be done with the hot rods, it will still be possible with motorcycles.
