When did the factory go to 17 mumber VIN's on frames? Would a 77 FLH have a 17 digit frame nember?

Yup, 1981. And this was worldwide for 1981. AFAIK, there were no manufacturers using such a long serial number prior to the intro of VIN.

Small pet peeve: prior to 1981, the numbers were serial numbers, NOT 'Vehicle Identification Numbers'. VIN is an ordered system that identifies country of manufacture, company, year, style and has other various attribute that no one cares about, but can be used to fair easily catch a stolen/altered VIN.

Yes and no. I still have some titles that were issued in the 1960's and numbers are referred to as "identification numbers" on the titles. Not standard VINs but they were still identification numbers.
