It goes on the end of the mainshaft.
Tap it in so it's flush with the end of the shaft.
Use some loctite if it isn't snug.

And that is not the heavy duty one, you need the older Panhead one, now that is Heavy duty!!!!

Ah, yeah I hate that when they make ya use the newer one, I have modifide ones to fit the older one before, but cant remeber if the sifton has the room

We are always making room in the kicker cover for the old style bearing. They are truly the better way to go.
