Doesn't it have an extra tab above the drum? Looks like it might be a disc brake front end with a drum adapted to it. Just spotted the fender mounts, it is later disc brake sliders.
And stock Harley drum brake setups were on the left hand side on 65 and earlier and on the right hand side 66 through 71.
This is off the top of my head, so take it for what it's worth--not much.
