Default 1966 triumph fork ?

Im replacing fork bushes & seals on my 66 t-bird.

Just above the top bush in the dust excluder is a washer.

How the hell does that washer come out ?

It looks like it should just push out, but ive hit it with extreme force & they won't move.

Am i missing something ?
(yes i did a search )

that washer is supposed to damn near fall out.
