yes pick up a nice honda or something on craigs for 2-300. ride it around and see what kind of problems it has, then chop it and do it up.

Craigslist, put in a max lowball price like 400 or whatever. Something will pop up soon. I've seen whole bikes from $75 - $250 good shape too.
+1 on this. I sat around for about three weeks checking craigslist with a min of $100 and a max of $700 twice a day before I found my Yam. It didn't run, but once I rebuilt the petcocks and did the usual (oil, new plugs etc.) it fired up.

For a first time try to find a good Japanese bike, search around the net to see if you can get parts. They are super easy to work on (esp. '70s ones) and go from there.

This may sound wrong, but is well-intended...

Have you ever ridden a motorcycle?

Learn to ride, and ride well. That's key.

You may find that you don't need a radical chopped bike to get your kicks. That can come later. Just riding a motorcycle is pretty fun and exciting, no matter what you are on.

I could not have said it better. I ride my 125 2stroke enduro all the time. It might not be the fastest,(no freeway for me) but it smokes like hell and is a blast to run around town on making noise on until my Triumph has enough parts to be a "bike".
