I think it's a VL too, but there's a possibility that it could have been a
RL because he liked 45's and had both. I really can't be sure from the photo.
I asked about police since the bike has a siren on the front fender and a name plate typical of police. And it is a VL, the rear drive is on the left, RL would be on the right.

Can't explain the siren. I do know that he rode with a lot of guys in the Crescent City Motorcycle club (New Orleans), and there were motor patrolmen from the NOPD in the club, so it could have been an ex police bike. Sharp observation on the VL versus RL drive side thing.
