To do it right...do to a plating shop have them strip the old chrome. Then, decide from there either re-chrome or paint. Don't do anything over the old stuff.
Yep, thats what I do. Just get the part uniform, meaning if there are places its chipped or missing, blend them in just like you would with any paint prep. I usually go allitle further than just scuffing up, then use the self ethcing primer.
I have used the self scuffing w sandaper/steel wool then self etching primer then good paint method. I have had good (enough) resluts. It does not result in a show finish but it made a crappy peice of metal a better .
I think the best way is to strip the chrome, nickel, and copper down to the base metal with muriatic acid. It's very fast, and potentially dangerous. That alone should convince anyone.
OK, powder coating is a dirty word to some folk, but I tried it on this H/L shell that i gave a scrub with scotch brite, coaters used a semi matt finish and i think it may just be good enough to use on another build.
