Default Linkert throttle bodies

I'm trying to start a '60 Servi-Car that came with a Linkert DC-2 with a throttle body with a "9A" disc. This throttle is much bigger (1/2"?) than the "12" disc throttle that is supposed to be on the DC-2.
Anyway, it's not starting and I'm guessing the 45 may not be able to create the vacuum needed with the large throttle.
Can anyone confirm this or advise?
