Well finally got it cleaned and sealed. Ended up trying a bit of everything that was suggested here. Started with the apple cider vinager then used the muriatic acid. Both did a pretty good job....

I had done a search for the rust removal that worked out good. Just noticed the sealer peeling off after I rinsed it out. I'll do a search for the sealer removal and see what comes up.

When I did emission testing on cars here we could put the machine in a "tune" mode & ck to see what the numbers were. If they have a similar machine over there maybe you can try panhead48s drygas...

I think the adjustment is closer to the width of a nickel but I adjusted mine closer to what you mentioned.

Fixed it. Pulled it back off & checked the plunger, spring & made sure it was clean. All that ckd good. Kept looking at that white plastic cam setup
& noticed a stop screw buired behind everything....

I think you can see the accel pump rod just barely touching the end of that white plastic cam. The adjustment screw is turned all the way in to get it to even touch the rod. Even then it doesnt work...
