The dual headlight Indian is earlier than '28 due to no front brake so '27 or earlier. Looks to be a Scout though. Headlights are not factory.

Are you sure the numbers aren't 70FXXX? There are no factory numbers beginning with 76R. 70F is 1914 and that is definitely an F head pre powerplus engine. Power pluses were sidevalve engines. ...

Thanks for the compliments. Plans are to clean up, check out mechanicals, fix anything needing attention, then ride. It came out of Idaho, been tucked away for 30+ years.
