But Radio Shack does sell the parts to make a regulator circuit. Do a google search for voltage regulator circuits. Dive and take your first lesson on building electronics.

The black gunk is probably the "rust" chemically converted to Iron acetate.

Maybe after cleaning, get some instant Blu for gunsmithing and apply. I normally just wipe with an oil dampened rag....
