I was always under the understanding that the state's laws apply to any vehicle using that state's roads. If you're in NY, your vehicle must be up to NY specs.

Forgot to mention, the plan is for another 1in piece tied into the 1-1/4in cross piece, that will run nearly vertical to a lower spot on the existing frame.

Lift table is great. Not only for working on a bike, but to get bikes into the back of the truck, or onto other tables in the garage.
