Press fit with set screws, most likely. You wouldn't be able to thread one-piece bars like that on the fork if it used threaded studs. Nicke is a member here, you could ask him. . .

What are you getting powdercoated? I do PC work as well and was just curious.
that looks good...very good.

i am going to have the frame, motor mounts, foot pegs, fender struts, handlebars (when i get some) and rear brake plate coated. hopefully it will all look as nice as the above pic...
