you can TRY putting tape over where you are going to drill and drill through the tape....shouldnt have TOO much of a problem.
masking tape

ditto. that should work just fine. Make sure you start the hole with a sharp punch and use a good drill bit. A dab of clear silicone will keep the bare metal from rusting when you put the fastener through it....

Use a good qhuality masking tape. Do not do like my friend and use duct tape. Threads will wrap around the bit.

Ha! I thought I was the only one who velcro'd everything!
:D
Ya know...a good drill bit & decent drill should harm anything....just take your time & pay attention.
A friend of mine put a roof rack on a 59 Chevy with brand new paint without a problem.

Center punch the location before you drill. That will prevent the bit from walking.

Use a good masking tape. Also use a hair dryer and give the paint a quick shot of heat, it'll soften it and prevent it from fragmenting as the bit turns. Just becareful because to much heat you'll break down the paint.

I've drilled through painted tin a few time's with good luck..
I used bit's called "Roto Broach" from Mac tools.
The're kinda like a 'end mill' for a Milling machine.
There's a small tip that centers the bit, then when the tip cut's through the tin, the fluted part of the bit drills the hole.
I tape over the hole with masking tape, then mark it and drill.
I drill slow as to not build up too much heat and bubble the paint.
The're not too cheep though, i think they cost around 75.00 for the set, but once you have them the're yours ya know.
Like i said, i've had goodluck with them..but anything can happen.
Good luck.
